Horizon Planning & Resilience was created to support organisations delivering essential services that are facing increasing expectations around emergency preparedness, business continuity and governance, often without dedicated in-house resilience expertise.

Across healthcare, GP practices and event medical services, these requirements frequently sit alongside already stretched operational roles. Planning, assurance and documentation are expected to be robust, up to date and inspection-ready, while day-to-day service delivery remains the priority.

Horizon exists to bridge that gap.

About Ellen

Horizon Planning & Resilience is led by Ellen, an experienced emergency preparedness, resilience and response (EPRR) professional with a background in operational management and urgent care.

Ellen’s passion for resilience work comes from first-hand experience of the difference that clear, proportionate planning makes - not just for compliance, but for the people responsible for making decisions under pressure.

Her approach is operationally led, grounding resilience, business continuity and governance in how organisations and services actually function day to day. This includes real-world pressures around decision-making, staffing constraints and delivery realities, not just policy intent. As a facilitator, Ellen designs and leads testing and exercising activity, supporting organisations to move beyond written plans and build confidence in roles, decision-making and response under pressure.
